CE1 - Los alumnos serán capaces de cuestionar la validez de las aseveraciones relativistas sobre la idiosincracia estadounidense.
CE2 - Los alumnos serán capaces de discernir los distintos hitos de la historia política y cultural norteamericana tanto en su discronía como en su sincronía.
CE3 - Los alumnos serán capaces de realizar un trabajo de investigación con una estructura adecuada, una redacción clara, una argumentación sólida y respetando todas las normas de cita y relación de fuentes propias de este tipo de trabajos y asimilando las teorías u opiniones expuestas en otros estudios sobre el tema.
CE5 - Los alumnos tendrán la capacidad de interpretar y evaluar todo tipo de textos norteamericanos actuales (prensa, publicidad, informes, comunicados, textos de carácter científico o económico, textos ideológicos, históricos, literarios, etc.) desvelando su ideología, sus objetivos, y su función.
CE6 - Los alumnos tendrán una visión global de las relaciones transatlánticas culturales, políticas e históricas desde la creación de Nueva Inglaterra hasta nuestros días.

Breve descriptor:

 Este curso familiarizará a los estudiantes con los principales temas, sus bases ideológicas, el desarrollo histórico, las estructuras institucionales y actores de la política exterior de EEUU. Además se estudiarán las doctrinas y tradiciones de la política exterior norteamericana desde los Puritanos hasta la actualidad: Aislacionismo, Doctrina Monroe, el Destino Manifiesto y las primeras tradiciones de política exterior, como la Hamiltoniana, Jeffersoniana o la Jacksoniana. Se analizará la etapa imperialista y la I Guerra Mundial, con relación al desarrollo de la política nacional de EEUU, la llegada del Idealismo y el impacto de la Gran Depresión y la Segunda Guerra Mundial.

 

 

El alumno recibirá los fundamentos del sistema institucional de política exterior creado a partir de la Guerra Fría y de su transformación desde la creación del sistema de seguridad nacional y el desarrollo de la política de Contención en las diferentes administraciones con referencia al impacto de la competición con la Unión Soviética y diferentes políticas regionales norteamericanas desde la Doctrina Truman hasta la Doctrina Reagan, pasando por creación de la OTAN y el dispositivo de alianzas creado por EEUU, la Crisis de Suez, la Crisis de Cuba, la Guerra de Vietnam, La Doctrina Nixon y la Tripolaridad, la Doctrina Carter, la Doctrina Reagan y el final de la Guerra Fría.

 

En el análisis de la postGuerra Fría y la unipolaridad del sistema internacional se desarrolla los cambios estructurales del sistema internacional que nos ayudan a comprender en que marco general se diseña y desarrolla la política exterior de EEUU y sus principales parámetros, su influencia sobre el sistema internacional y la influencia de este sobre EEUU. Se repasará la política de EEUU de la Administración Bush para terminar la Guerra Fría y mantenerse como única superpotencia, comenzando el momento de unipolaridad. Esta política se basará en tres hechos básicos: La revisión de la postura estratégica de EEUU: el fin de la Contención. La reunificación alemana, la caída de la URSS y las relaciones transatlánticas. La Guerra del Golfo; también se ocupara de las dos administraciones Clinton, analizando su postura estratégica de Compromiso y Ampliación (Engagement and Enlargement) y el desarrollo de su primer diseño de política exterior en su primera administración. Algunos de los temas principales que se analizarán: la nueva política exterior: geoeconómica y el giro hacia Asia; las relaciones transatlánticas, la Nueva Agenda Transatlántica de 1995. La ampliación de la OTAN; cambio y continuidad en Asia. Las negociaciones OLP-Israel.

 

Los ataques del 11 de septiembre significan cambios en la política y la estructura institucional de política exterior, junto con la influencia de los neoconservadores en la Administración Bush. El análisis de las dos administraciones de George W. Bush se hará en dos partes, debido a los cambios que supone el 11 de septiembre, la invasión de Irak y los posteriores cambios en su política exterior a partir de 2005: de la GWOT a la “Long War” ; la Contrainsurgencia Global; la nueva Relación Transatlántica tras la crisis de Irak; el ascenso de Asia: China, India, Japón, Corea y el Sudeste Asiático; el ¿Gran Asia Central¿; la política hacia África. Finalmente, se atenderá a la política exterior actual de las Administraciones Obama con el impacto de la crisis económica en la política exterior de EEUU; el fin de las intervenciones en AFPAK e Irak y el fin de la GWOT. La aparición de la “Doctrina Obama”, incluyendo la “Reset” La nueva política hacia Rusia Reset, el nuevo START y la política de desarme nuclear; y las nuevas políticas hacia Irán y Oriente Medio, además del Pivot hacia Asia. Se analizará el programa American First de la Administración Trump, su visión transaccional y del Internacionalismo Independiente. Se incidirá sobre todo en el revisionismo comercial, su política Indo-Pacifico y en Oriente Medio con los Acuerdos Abraham y el fin del acurdo nuclear con Iran. Finalmente se hará referencia a los cambios y continuidades de la Administración Biden en su primer año de mandato.

 

This course will familiarize students with the major issues, their ideological bases, historical development, institutional structures and actors in U.S. foreign policy. Isolationism, Monroe Doctrine, Manifest Destiny and the first foreign policy traditions, such as the Hamiltonian, Jeffersonian or Jacksonian: Besides the doctrines and traditions of U.S. foreign policy from the Puritans to the present will be studied. Imperialist era and World War I will be analyzed in relation to the development of U.S. national policy, the arrival of Idealism and the impact of the Great Depression and World War II.

 

The student will receive the fundamentals of the institutional system created for foreign policy from the Cold War and its transformation since the creation of the system of national security and the development of the policy of Containment during various governments with reference to the impact of competition with the Soviet Union and various U.S. regional policies from the Truman Doctrine through creation of NATO and the network of alliances created by the U.S., the Suez Crisis, the Crisis of Cuba, the Vietnam War, the Nixon Doctrine and Tripolarity; the Carter Doctrine, the Reagan Doctrine and the end of the Cold War.

 

In the analysis of the post-Cold War and Unipolarity and the structural changes in the international system will help the students to understand what general framework is designed and developed by the U.S. foreign policy and its main parameters. U.S. policy in the Bush Administration will be reviewed to end the Cold War and remain as the only superpower, starting then Unipolarity. This policy is based on three basic facts: A review of U.S. strategic posture: an end to contention; German reunification, the collapse of the Soviet Union, and transatlantic relations; and the Gulf War. It will also deal with the two Clinton administrations, analyzing their strategic posture of Engagement and Enlargement, and the development of the first design of foreign policy in Clinton's first administration. Some of the main topics to be discussed are: the new foreign policy and geo-economic shift to Asia; transatlantic relations, the New Transatlantic Agenda of 1995 and the enlargement of NATO; change and continuity in Asia; and the Oslo PLO-Israel negotiation process.

 

The attacks of 11 September caused changes in policy and of the institutional structure of foreign policy, along with the increased influence of the neoconservatives in the Bush administration. The analysis of the two administrations of George W. Bush will be in two parts, those due to the changes brought on 11 September, the invasion of Iraq and subsequent changes in its foreign policy from 2005 to the GWOT to the "Long War"; and Global Counterinsurgency; the New Transatlantic Relations after the Iraq crisis; the rise of Asia: China, India, Japan, Korea and Southeast Asia; the "Great Central Asia"; policy toward Africa. Finally, the analysis of the current foreign policy of the Obama Administrations shall address the impact of the economic crisis in the U.S. foreign policy; the end of the interventions in AFPAK and Iraq and an end to the GWOT. The appearance of the "Obama Doctrine, including the "Reset"-The new policy towards Russia ¿the New START treaty and nuclear disarmament policy; and new policies toward Iran and the Middle East, besides the Pivot to Asia. The American First program of the Trump Administration, its transactional vision and Independent Internationalism will be analyzed. The main emphasis will be on commercial revisionism, its Indo-Pacific policy and in the Middle East with the Abraham Accords and the end of the nuclear agreement with Iran. Finally, reference will be made to the changes and continuities of the Biden Administration in its first year in office.

Evaluación

Un trabajo de investigación supondrá el 80% de la nota final. El resto de la nota de calificación se basará en el análisis de revistas y artículos, y la asistencia a conferencias y seminarios.
A research paper will be the 80% of the final grade. The rest of the grade note will be based on journal and articles analysis, and attendance to conferences and seminars.
